     American Sponsor

Let's look at my Immigration Policy in-depth:

The American Sponsor provision tightens and secures our Visa permit program. Take a few moments and let's explore my proposal.

Start with the total population. We have an estimated 20 million illegal immigrants in this country and there is no end in sight with the current lack of border security and immigration policy.

FIRST -  All persons living inside the United States without proper authorization will be given 60 days to turn themselves in and be registered.

SECOND - All illegal and unregistered persons, after the initial 60 day grace period, once discovered will be identified in the registration system and deported back to their home country. These individuals will not be eligible to apply for citizenship or any temporary visa for a minimum of 10 years. NOTE ** After the 60 days registration period, all illegal immigrants discovered will be deported and will NOT BE ELIGIBLE to reenter the US for 10 YEARS. So if they do not comply with the identification and registration process they immediately disqualify themselves from being able to be here for at least 10 years.

THIRD -  Any person found to be in this country illegally, who is also using false identification belonging to any American, (i.e. social security card, birth certificate, drivers license etc..) will be identified in the registration system and deported back to their home country. These individuals will not be eligible to apply for citizenship or any temporary visa  for a minimum of 10 years.

FINALLY - Any person found to be in this country illegally, who is guilty of committing any crime will be deported back to their home country and will never be eligible for citizenship or any temporary visa .

NOTE ** Up to this point we will have registered all illegals, deported all those not registered, deported all those who have used, illegal American Documents, which by many estimates will consist of the majority of illegal immigrants here in this country. AND we will have deported all guilty of ANY crime of any classification.

An illegal immigrant, who has an American Sponsor, provides evidence of, or makes payment for all delinquent taxes and fines may register and receive a tamper proof identification card. This identification card will accompany the immigrant's temporary work visa.

NOTE *** First this is a temporary, not permanent work visa. The American Sponsor, one American allowed to sponsor one immigrant. The American must be willing to be legally and financially responsible for the immigrant he/she sponsors. The sponsor will be the responsible party for accountability of the immigrant while they go through the normal process of applying for citizenship.

IT IS IMPORTANT TO NOTE

The temporary worker will not be granted free access to the nation, they will be required to live in the same region and under the care and responsibility of the sponsor.

When their temporary work visa expires, if their case has not been heard they will be deported to their home country and continue to wait for the process to complete.

This will strengthen current Visa laws where currently people can get visa's and remain unaccounted for. The only way these people can EVEN get a visa will be to have registered, insured all obligations are current and subject themselves to the oversight of an American Sponsor.

IF NO SPONSOR can be found, they must be deported. Without this provision, under current law, illegals can be returned to their home country and just apply for a regular visa which would allow them free access and free roaming of the country.

They will be allowed to remain and work in the United States until their case is heard, as long as they are productive members of society and contribute to the overall social good of our nation. Any illegal activity or crime will remove them from temporary worker status; they will be deported immediately back to their home country and will not be eligible to apply for citizenship.

(NOTE **) being granted a temporary work visa with an American sponsor will not prevent immediate deporting with loss of returning to this country in the event that ANY law is broken.

(NOTE ***) NO FREE VISA's as currently exists today. THIS IS MUCH MORE RESTRICTIVE THAN CURRENT POLICY.
Any illegal immigrant that cannot provide an American Sponsor will be identified in the registration system and deported back to their home country. These individuals will be able to apply for citizenship and entrance into the United States from their home countries. Their applications will be worked in accordance with normal immigration policy.

(NOTE *** NO ACCELERATED TREATMENT !! ) Temporary guest workers will not receive accelerated treatment. They will have their petitions heard only after all existing applicants have been processed.

(NOTE *** NO CITIZENSHIP AMNESTY) There should not be any Citizenship Amnesty granted to any illegal immigrant.

(NOTE *** NO TAX AMNESTY) There should not be any tax amnesty for individuals who have been working in this country illegally and have also not been paying their taxes.

(NOTE ** DRY UP THE SUPPLY OF WORK AVAILABLE TO ANYONE NOT IN THIS COUNTRY LEGALLY) Any employer that hires workers, who are not legally able to work in this country, should be fined substantially per offense, and progressive offences may result in jail time.

(NOTE ** STOP ALL FINANCIAL INCENTIVES AND SERVICES TO ILLEGALS) No illegal person should be eligible to receive loans, credit services, or Federal Social Services. There should be no forced indigent care to Federal, State or Local businesses and organizations.

I also call for ... All soft methods of entry should be identified, (ie..V2-Medical Visa, Student Visa etc) and controlled through the American Sponsor program.

All applicants must undergo background checks.

Final Note : While those who oppose strict immigration law want to attempt and classify the American sponsor provision as an amnesty provision, they do so because they simply refuse to read the plan and to apply common logic. There is nothing in the law today that would prevent 12 - 20 million illegal immigrants from leaving this country and as the law stands today they could apply for various types of Visa's to re-enter the country. Once they enter the country, they can overstay their visa and there is no accountability for those persons. Currently there does not exist a manageable method to recover these individuals once they decide to overstay their Visa term.

Once the border is secured and the illegal population is registered, then we must make modification to our Visa law so that the immigrants who are illegal today will not go home and return under Visa protection. The only way they can get a Visa to be in the country will be for them to have assimilated well enough that they can find an American to sponsor them.

This person would be allowed to sponsor one immigrant, so one American sponsor cannot oversee dozens of immigrants. The American Sponsor will be legally and financially responsible for the immigrant. If the immigrant reaches the end of his temporary visa, the American sponsor will be able to direct authorities to the immigrant for deporting. The American Sponsor will sign and be held financially responsible should the immigrant leave the control of their care and become unaccounted for. The financial responsibility will be extensive and cover all associated expenses in retrieving the immigrant and deporting them.

While some question how few  American citizens will be willing to make such commitments, this provision will allow a method for those immigrants who have been living in the United States for the past 20 years and who have assimilated themselves into the culture without using illegal documents and without breaking other laws to acquire a Visa much like they could under current law, except with greater oversight and accountability.

It does not change their status.

It does not move them ahead of current applicants.

It does not grant them any pseudo citizenship privileges.

We can develop and implement tough immigration laws that still provide the American Dream to everyone who follows the legal process. We can lower our tolerance to zero for those who will not register, for those who have used stolen and illegal American documents, and for those who break the law in any additional manner and/or refuse to work and contribute in a positive manner to the good of the country. We can follow that zero tolerance with an increase in our oversight and protection for all persons seeking to enter this country on any Visa.

Once you study this plan, I believe you will find it will work and it will eliminate our illegal immigrant problem.
